The Rawalpindi Development Authority (RDA) has officially requested legal action against unauthorized housing schemes in the district, citing serious violations of urban planning laws and environmental damage.
In a letter to the Punjab Housing and Town Planning Agency (PHATA), DG RDA Kinza Murtaza accused the agency of allowing unapproved societies to advertise and sell plots, despite their failure to comply with the Master Plan and Site Development Zone Plan.
Environmental & Urban Concerns
The letter warned that illegal developments are disrupting natural water reserves, the land’s ecological structure, and the sustainable growth of Rawalpindi, posing long-term risks to urban infrastructure.
“Illegal housing schemes are not just a legal violation—they’re threatening the environment, harming citizens financially, and obstructing balanced urban development,” Murtaza emphasized.
Blue World City, Faisal Town Phase 2 Named
RDA has specifically called for immediate legal steps against Blue World City, Faisal Town Phase 2, and several other unauthorized projects.
Recommended actions include:
✅ Filing FIRs and legal notices
✅ Collaborating with the Cyber Crime Wing to block online plot sales and ads
✅ Preventing digital transfers of plots in unapproved schemes
RDA also criticized attempts by some developers to bypass the authority by withdrawing applications and seeking PHATA’s approval, leading to legal ambiguities.
Protecting Buyers & Planned Development
Public complaints reveal that many societies are selling plots without approval, causing potential financial losses for buyers. RDA stressed that no housing scheme should operate without following the Master Plan, and PHATA has no legal authority to approve projects in Rawalpindi Tehsil without RDA compliance.
The authority called for urgent cooperation between government agencies to curb illegal housing projects and ensure planned, eco-friendly, and sustainable development in the district.
