The Government of Pakistan has announced 4,500 fully-funded scholarships for Afghan students, opening opportunities to study in diverse fields including Medicine, Engineering, Agriculture, Management, Computer Science, and Social Sciences.
The program is designed to strengthen Pakistan-Afghanistan ties, enhance people-to-people contact, and contribute to Afghanistan’s reconstruction through human resource development.
The scholarships cover full tuition fees, living allowance, book allowance, and hostel charges at recognized Pakistani universities. Opportunities are available at the undergraduate, MS/M.Phil, and PhD levels.
Eligibility criteria:

Undergraduate: Applicants must have completed 12 years of education, be aged 17–23, and hold at least 60% marks in general subjects or 65% in medical/engineering, based on the IBCC Pakistan equivalency formula.

MS/M.Phil: Candidates must be under 35 years, with 16 years of education and a minimum 2.5 CGPA (out of 4.0).

PhD: Maximum age is 35 years for non-faculty and 40 years for faculty. Applicants must have 18 years of education with at least a 3.0 CGPA (out of 4.0).
How to apply:
Applications must be submitted online only via pakafghan.hec.gov.pk. A user manual is available to guide applicants. Hard copies will not be accepted.

The last date for online submissions is 30 September 2025.
