$263 million Japanese scholarships to train Pakistani civil servants in top universities

ISLAMABAD – In a significant step toward strengthening Pakistan’s public sector, Japan has announced $263 million worth of scholarships for federal civil servants to pursue higher education in Japan.

The agreement, signed by Dr. Kazim Niaz, Secretary of Economic Affairs, and the Japanese Ambassador to Pakistan, will enable selected government officers to complete Master’s programs at premier Japanese universities focusing on governance, public policy, and institutional development.

This initiative is part of the Human Resource Development Scholarship (JDS) Program, implemented with the support of the Japan International Cooperation Agency (JICA). In its current phase, 16 federal employees will travel to Japan for advanced studies.

Since its inception in 2018, the program has sponsored seven batches of Pakistani officers. Many graduates have returned to serve in leadership positions, applying their international exposure to improve government systems, policymaking, and service delivery.

Dr. Kazim Niaz highlighted the program’s importance, stating that investing in human resources is vital for building stronger institutions and ensuring sustainable progress. “These scholarships are not just for individuals but for the entire country’s development,” he said.

The scholarships also underscore Japan’s broader support for Pakistan in education, governance, and human development, fostering closer ties between the two nations while empowering professionals to bring positive change.
