Outrage as CDA allegedly violates IHC stray dog protection order in Islamabad

Animal welfare advocates have accused the Capital Development Authority of breaching a binding Islamabad High Court order by seizing stray dogs in Islamabad’s G-10 sector. The court’s stay order, issued earlier this year, prohibits the capture or killing of stray dogs until a humane, comprehensive management framework is in place—a framework that has yet to be implemented.

Video footage circulating online appears to show CDA staff capturing dogs despite the ban. Activists allege the authority is taking advantage of the court’s summer recess to bypass oversight. Anonymous insiders have further alleged abuse inside CDA-run shelters, with video evidence purportedly supporting these claims.

The CDA, in response, shared images of healthy dogs at its facilities and extended an invitation to adopt them, but critics argue these are PR efforts masking poor treatment and neglect.

Animal rights groups are urging swift action from the judiciary and federal government to stop further violations, protect the animals, and ensure accountability for CDA officials.
