Gunmen kill stray dogs in Lahore society despite High Court’s humane policy order

LAHORE – Armed individuals riding motorbikes shot and killed several stray dogs inside a private housing society on Defence Road, Kahna, late at night, despite an active court ban on such actions.

CCTV footage reveals deliberate attack

Video clips and photos circulating on social media show the attackers arriving with firearms, opening fire on the dogs, and fleeing immediately after the incident.

Violation of court-mandated TNVR policy

The Lahore High Court has explicitly prohibited the killing of stray dogs and directed the Punjab government to implement the TNVR (Trap, Neuter, Vaccinate, Release) program as a humane population-control measure. This latest incident directly violates those orders.

Not an isolated case

Residents say similar shootings have occurred in other parts of Lahore. Many blame the government for failing to control the stray dog population, which continues to pose health and safety risks, especially for children.

Population estimates and public health risks

Civil society organisations estimate Lahore has 30,000–35,000 stray dogs, the majority of which are neither vaccinated nor neutered. This raises concerns about rabies and other public health issues.

Experts warn of escalation

Animal welfare experts argue that without effective implementation of TNVR, frustrated citizens may continue resorting to illegal and inhumane measures. They warn this could lead to further legal complications, community unrest, and a worsening of the underlying problem.
